GSX-R1100 H? J? Can I Do It Alone? Part 4

A GSX-R1100 was brought in yesterday.
Apparently the owner disassembled the carburetor and things went downhill from there…
All four carburetors got mixed up, and I’m hoping everything is accounted for and assembled correctly, but it might not be.
Anyway, I’ll take it apart once to sort out the parts.

A part I’ve never seen before? Since it’s a mile meter, I wonder if this is from strict emissions America?
 

 
It’s not listed in our parts catalog or manual either.
The owner was thoughtful enough to print out documentation and bring it with him!
It’s such a nuisance part, so we’re removing it.
