Lightly press it, then assemble. Adding grease to the lip helps the spacer move smoothly.
 

 
It varies by manufacturer, but there are instructions for bearing press-fit, so please check.
If you spin it smoothly and then tighten the axle, the rotation can become sluggish or even stop.
It happens when the bearing is worn or the spacer collar fit is off.
We adjust it when the wheel is off, but we’d like it to feel good right from the factory.
Maybe it improves by about 1 percent?
