You see this rarely, but even if you clamp the rubber directly, it won’t float. We insert a sleeve inside and determine the play based on the difference in total length. With this approach, the tightening is ambiguous, the rubber shrinks, and it ends up rattling.
About the mounting bolts.
I’ve seen bikes where cap bolts are installed from inside facing outward.
If it’s for theft prevention or something like that, it’s fine, but otherwise it’s better to use them from the outside or use hex bolts for better workability.
Also, please avoid using hex bolts with M8 13mm across flats and M10 17mm across flats if possible.

Pan head bolts—please stop using those too. The hole widens quickly and they strip easily.
I don’t think they’re suitable for areas around the step where you need a solid tightening.
