When should wheel bearings be replaced? I don’t think you’d be out of line replacing them at 20,000 to 30,000 kilometers.

If you want to use them, you still can.
They’re constantly rotating while the bike is moving, so even a 1% improvement in smooth operation becomes a plus in many ways.
With the right adjustment, some bikes roll and push as smoothly as aftermarket wheels.

Tightening the axle and observing the change in rotation tells you a lot. It could be the speedometer gear, bearing wear, or an adjustment issue—there are many possibilities.

The caliper mounting holes in the bottom case also have play. Depending on the maker, M10 holes are definitely 10.2 mm and M8 holes are 8.2 mm—they fit with clearance. When mounting the caliper, one approach is to lift it outward to use as much of the outer diameter as possible.
However, with worn pads and worn discs, the contact point changes and the fit can worsen.
By adjusting the seating position to match the current wear and condition, and managing wear, degradation, and play well, you should get smooth operation.
