If you have a Rakuten account, it’s faster.
But when you actually try to make a purchase…
“Purchases and Purchase Requests Are Restricted”? What?
Why? How come? I couldn’t find a clear answer even after searching.
I figured I probably need to verify my identity…so I checked my account page.
From the My Page menu, I updated my settings and personal information.
You need to attach an ID document as a file and send it.
In my case, I attached my driver’s license and sent it. It was approved the next day (I sent it at night and it was approved the next evening), and I was able to make a purchase without any issues (^_-)-☆
Yahoo Auctions and Rakuma alike are nowhere near Mercari…but maybe that’s the opportunity

Honestly, with this “Purchases and Purchase Requests Are Restricted” message, you’d just stop using it…
