I clean the threads with a tap
The thread locker accumulated in the recesses
I clean with a rotary tool with a brush attachment

Depending on the location
For points I’ll likely remove in the future and deep
areas, I apply the locker as far outside as possible
In case a bolt gets stripped or breaks, it’s easier to recover.

I prefer dial-type torque wrenches
I can watch the torque as I tighten
Developing a feel for tightening
improves your torque wrench skills too. Probably.
