There’s a license plate return counter, so I’d recommend checking there.
This time I applied during the title transfer. (Sakai → Shinagawa)
When returning the license plate during the initial procedures of the title transfer, you just tell them “I’d like to keep it as a souvenir”—no special paperwork required.
Pay 100 yen and you’re done.
After that, you proceed with the normal title transfer procedures and you’re finished.
You can get one through the destruction service for 100 yen, so it might be fun to collect them (‘ω’)ノ
